The villa — single-family house on private land — remains the archetypal Israeli luxury asset. The segment concentrates in two main geographies: the coast (Herzliya Pituah, Caesarea) with its contemporary villas and private pools, and Jerusalem (Talbiyeh, Baka, German Colony) with its restored Mandate and Templer houses. Two philosophies, two buyer profiles, but the same structural scarcity: supply is essentially finite, and any new construction goes through teardown or the controlled Caesarea programmes.

Coastal Villas (Herzliya, Caesarea)

The ultra-prime segment: lots of 500 to 2,500 m², contemporary villas of 400 to 1,500 m², white cubic architecture, almost-universal private pools, mature gardens. In Herzliya Pituah, Galei Tchelet and HaShunit dominate. In Caesarea, sections around the golf and Caesarea Aleph. Dollar pricing: $5M to $50M depending on submarket.

Heritage Villas (Jerusalem)

A different category: 1920s–1940s Mandate stone houses in Talbiyeh and Rehavia, 19th-century Templer houses in the German Colony and Baka. Surface typically 250 to 600 m² on smaller lots than the coast, but with heritage depth and architectural belonging found nowhere else in Israel. Heritage protections strictly govern renovations.

The Custom-Build Market

For buyers wanting to build their own villa, two options: teardown-rebuild in Herzliya Pituah (free parcels essentially exhausted), or acquire land in newer Caesarea sections through the Caesarea Development Corporation. This is the only genuinely new construction option available in Israel today in the ultra-prime segment.

Coastal (Herzliya, Caesarea): 4–9 months for a realistic brief, 9–18 months for a trophy asset. Jerusalem (Talbiyeh, German Colony): 6–12 months minimum, often through off-market introductions developed over years.

Can I build a new villa?

Herzliya Pituah only via teardown-rebuild (very constrained). Caesarea through lot release programmes, under strict architectural guidelines. This is the main path in 2026 for genuinely new construction.
